WASHINGTON, D.C. – U.S. Senator John Barrasso (R-Wyo.), Senate Majority Whip, today spoke on the Senate Floor about how the One Big Beautiful Bill Act, helps Wyoming workers, farmers, ranchers, and small business owners. President Donald J. Trump signed the bill into law on July 4, 2025.
Senator Barrasso also highlighted the benefits Wyoming families will see at the gas pump, grocery store, and in their tax returns.

Sen. Barrasso’s remarks as prepared:
“The Republican Plan for a Safer and More Prosperous America has now been signed into law. This is a historic triumph. This is a victory for working families all across the country. And this certainly includes the people in my home state of Wyoming.
“It is fitting that President Trump signed our bill into law on Independence Day. That’s because this law is about independence for working families. It means independence from soaring prices, independence from high taxes, and independence from foreign countries when it comes to our dependence on energy. This law is a direct attack on wasteful Washington spending.
“On Friday, I celebrated Independence Day in Cody, Wyoming. It is the home of the world-famous Cody Stampede. I spoke with Wyoming families, workers, ranchers, and small business owners. Let me tell you – the people of Wyoming are appreciative of this new law. This law does what voters sent Republicans here to do. It cuts taxes. It secures the border. It finishes building the wall. It unleashes American energy. It restores peace through strength.
“Had Congress not passed this law, Americans would have seen their taxes go up by $4 trillion. This was a vote against the largest tax increase in American history. Every Democrat in Congress voted to raise taxes on the American people.
“Wyoming would have been hit hard, if Democrats had gotten their way. Wyoming families were staring down the barrel of a $1,700 tax increase next year. 50,000 Wyoming small businesses would have seen their tax rates soar. 10,000 family farms and ranches in Wyoming would have faced a higher Death Tax. Republicans stopped the largest tax increase in American history.
“We also cut taxes on tips, on overtime, and on Social Security. No taxes on tips puts an extra $1,300 back into the pockets of waiters, barbers, and bartenders. No taxes on overtime puts an extra $1,400 back into the paychecks for nurses, firefighters, and police officers. 10,000 Wyoming workers will benefit from no taxes on tips. Tens of thousands more will benefit from no taxes on overtime. Seniors will see more money each month through a larger deduction.
“Republicans also expanded the Child Tax Credit. That gives more than 65,000 Wyoming families an extra $2,200 per child per year to help pay their bills.
“Additionally, this law is a win for Wyoming’s hardworking farmers and ranchers. Our farmers and ranchers work hard to keep their operations running strong. Today, they face growing challenges. Rising costs. Natural disasters. Predators that attack livestock. Our law ensures the future success of our farmers and ranchers. If bears, wolves, or eagles kill your livestock, you’ll be compensated. If wildfires or droughts destroy your grazing land, you’re covered by disaster assistance. If you invest in new equipment, you can fully expense up to $2.5 million to grow your business. And now – with changes to the Death Tax – families can keep their land instead of selling it off to pay the IRS.
“Additionally, Republicans delivered for Wyoming energy workers. This new law will unleash affordable, reliable Wyoming energy. In the past four years under Joe Biden, energy prices rose 31 percent. Why? Because Democrats declared war on the people who power this country. They handcuffed energy producers. They buried energy projects in red tape. They locked up our federal lands.
“This law empowers states to produce more energy. That certainly includes my home state of Wyoming. It unlocks 4 million acres for coal leasing within 90 days. It encourages increased coal production on federal lands. It cuts red tape. It creates new opportunities for our energy producers. And it mandates oil and natural gas leasing in Wyoming and across the West. This creates jobs. This lowers costs. This restores American energy independence. Wyoming is America’s energy breadbasket. We have the energy resources. Now, we finally have the green light to unleash them.
“Additionally, Republicans strengthened health care, especially in rural communities. There is a Rural Hospital Fund. This directly supports our Wyoming clinics and hospitals. There is a renewed push for breakthrough treatments, innovative care, and cures. This is a lifeline for patients with rare diseases. There are work requirements for Medicaid. This simply means – if you are able to work, you must work. All those common-sense reforms are now law. Democrats voted against every single one of them. Democrats voted for continuing to give taxpayer-funded healthcare to illegal immigrants. Democrats voted for continuing the waste, fraud, abuse, and corruption weakening Medicaid. I practiced medicine in Casper, Wyoming, for over 20 years. The changes in this law will strengthen Medicaid for the people who truly need it.
“I want to thank my colleagues from Wyoming. Senator Cynthia Lummis led the charge on the Environment and Public Works Committee. Congresswoman Harriet Hageman made sure Wyoming’s voice was heard in the House of Representatives. Because of their dedication, these Wyoming priorities are now law.
“This law is the turning point after four years of record high prices and wide-open borders. The people of Wyoming will feel the relief. They’ll feel it at the grocery store, at the gas station, when they pay their bills, and when they file their tax returns. Republicans made a promise to make America safer, stronger, and more prosperous. This law keeps our promise.”
